The Nigerian Civil Aviation Authority (NCAA) has sanctioned RwandAir over consumer protection-related infractions involving a passenger’s baggage complaint.
The NCAA spokesperson, Michael Achimugu, announced the sanction in a post on his personal X handle on Friday.
According to Achimugu, the airline was fined N15 million for failing to resolve the passenger’s baggage complaint within the stipulated timeframe.
The regulatory authority said the sanction followed RwandAir’s failure to address the complaint in line with consumer protection provisions governing Nigeria’s aviation sector.
In addition to the fine, the NCAA directed the airline to replace the passenger’s damaged baggage and pay $170 as first-need compensation.
The authority said the compensation was in accordance with Part 19 of the NCAA Regulations 2023, which provides for compensation and other remedies for passengers affected by baggage-related issues.
The NCAA said the sanction underscored its commitment to enforcing consumer protection regulations and ensuring that airlines operating in Nigeria resolve passengers’ complaints within the prescribed timeframe.
The authority said: “The NCAA has sanctioned RwandAir for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.
“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”
The NCAA has imposed sanctions on both domestic and international airlines at different times for various infractions.
In February 2025, five airlines were also sanctioned by the authority for various violations, with varying penalties under consideration. They included Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace.
Barely a week before the latest sanction, the NCAA had cautioned airlines that failure to process passenger refunds within the timeframe specified under Part 19 of the NCAA Regulations 2023 would attract sanctions.
