2023 budget highlights: N170b for tertiary institutions salary negotiations

A breakdown of the N20.51 trillion Appropriation Bill which President Muhammadu Buhari presented to the National Assembly on Friday shows that the Presidency will spend over N133.7 billion next year, while the National Assembly has an allocation of about N169 billion; and the Judiciary about N150 billion.

From the proposed N20.51 trillion – the highest national budget ever – the Ministry of Defence is allocated almost N1.25 billion; the National Security Adviser has about N195 billion; while the Independent National Electoral Commission, which is conducting general elections and governorship poll in Kogi State next year, has a vote of about billion.

Under the Service Wide Vote domiciled in the Federal Ministry of Finance, N170 billion will be set aside for Tertiary institutions salary negotiations, and another N300 billion for Tertiary institutions revitalisation.

Other major highlights include the Ministry of Finance, Budget and National Planning, about N10.1 billion; Ministry of Education, almost N1.08 billion; Ministry of Health, nearly N2 billion; Ministry of Works and Housing, about N356 billion; and Ministry of Foreign Affairs, N98.1 billion.

The Ministry of the Interior, which will be conducting a National Population Census, has N304.4 billion; Agriculture and Rural Development, N228.4 billion; Power, N239.5 billion; Transportation, N126.5 billion; Police Affairs, N814 billion; Communication and Digital Economy, N46.48 billion; Labour and Employment, N21.3 billion; Industry, Trade and Investment, N42.7 billion; Aviation, N96.4 billion; and Special Duties and Intergovernmental Affairs, N5.5 billion.

The Office of the Head of the Civil Service of the Federation has a budget proposal of almost N12.7 billion; Office of the Secretary to the Government of the Federation, N90.5 billion; Ministry of the Niger Delta, N127.0 billion; and the Ministry of Humanitarian Affairs, Disaster Management and Social Development, N355.1 billion.

The State House Headquarters has a proposed expenditure of N14.8 billion; Office of the President N3.4 billion; Office of the Vice President N1.56 billion; Office of the Chief Security Officer to the President N199.03 million; and State House Medical Centre N455.2 million.

The State House  will spend N135.7 million on refreshments and meals and N245.1 million for food stuff/catering materials supplies.

The annual routine maintenance of mechanical/electrical installations of the Presidential Villa will cost N7.2 billion; phased replacement of vehicles and spares N1.9 billion; conversation/upgrade of Villa ranch and construction of wildlife conservation capture N130 million; while N16.0 million will be spent on the purchase of plant nursery equipment for production of local flowers for routine floral arrangement, irrigation and upgrade of helipad grassfield.

The Economic and Financial Crimes Commission (EFCC) has a total budgetary allocation of N43,201,071,521.

Special intervention SDG’s1&2 will gulp N65 billion; gratuity and death benefits N108 million; pension running cost for parastatals N978.6 million; unfunded liabilities N21.9 million; the Federal Government of Nigeria will transfer its own share of oil price royalty to the Nigeria Sovereign Investment Authority amounting to about N13.4 billion

The Presidential Air Fleet in the office of the National Security Adviser will require N1.6 billion to “overhaul of Gulfstream GV and CL605 aircraft engine”; N500 million for compliance with mandatory upgrade on PAF aircraft; the purchase of aircraft calibration equipment will require N250 million; purchase of mobile helicopter landing pad N650 million and the purchase of one marauder vehicle for force and asset protection will cost N100.5 million.
