Osun Assembly passes Islamic, traditional marriage, water users’ bills

Osun State House of Assembly on Monday passed the Islamic and Traditional Marriages (Registration) Bill and the Water Users’ Association (Irrigation) Bill.

A statement by the Chief Press Secretary to the Speaker of the Assembly, Olamide Tiamiyu, explained that the lawmakers passed the ‘two landmark bills aimed at strengthening social institutions and promoting agricultural development across the state’.

Tiamiyu explained that the bills were passed, following the consideration of the House Committee reports and clause-by-clause adoption during the plenary, presided over by the Speaker, Adewale Egbedun, on Monday.

Giving other details about the two bills, the statement noted that, ‘The Islamic and Traditional Marriages (Registration) Bill, a private member bill sponsored by Hon. Lawal Bamidele Rasheed, seeks to provide a clear legal framework for the recognition, documentation, and protection of marriages conducted under Islamic and traditional rites in Osun State’.

Speaking at the plenary, the Speaker said the Islamic and Traditional Marriages Registration legislation, ‘Respects our cultural and religious values while ensuring that all marriages within Osun State are duly recognised and protected under the law’.

Commenting further, Egbedun said an Executive Bill, the Osun State Water Users’ Association (Irrigation), will establish a legal and institutional framework for the formation and management of Water Users’ Associations (WUAs) to oversee irrigation systems across the state.

He added that the bill, when signed into law, will empower farmers and rural communities to manage irrigation infrastructure sustainably, improve water distribution efficiency, and enhance crop yield and food security.

‘The clean copies of the bills will be produced and transmitted to the Executive Governor of Osun State, Senator Ademola Jackson Nurudeen Adeleke, for his assent.

‘Once signed into law, they will mark significant milestones in advancing social justice, cultural preservation, and economic growth in Osun State’, Tiamiyu’s statement further read.

It was reported on 4 November that the Osun State House of Assembly announced the passage of two bills, the Multi-Door Courthouse Establishment Bill and the Osun State Road Traffic Law and Vehicle Inspection Service Bill, 2025.

The passage of the alternative dispute resolution bill came about a year after the lawmakers began work on it.

It was reported on 29 October, 2024, that the Assembly commenced consideration of the bill which seeks to provide opportunities for alternative dispute resolution.

Announcing the passage of the two bills after Monday’s plenary, the Chief Press Secretary to the governor, Olamide Tiamiyu, said in a statement that the lawmakers passed them after their third reading.

Tiamiyu’s statement read, ‘The legislation is aimed at providing multiple channels for case settlement, thereby reducing congestion in the courts and correctional facilities across the state.

‘The bill was passed after its third reading at the plenary session’.

He added, ‘The Osun State Road Traffic Law and Vehicle Inspection Service Bill, 2025, is an executive bill seeking to ensure the inspection, control, and enforcement of roadworthiness standards for vehicles, motorcycles, tricycles, trucks, and trailers within the state.

‘The legislation also mandated collaboration with relevant agencies to enhance road safety and compliance’.

Addressing the parliament, the Speaker, Adewale Egbedun, commended members for their commitment to the welfare of the people and the overall development of the state.

Egbedun added that clean copies of the bills would be forwarded to Governor Ademola Adeleke for his assent.
