2027: INEC begins PVC distribution, opens voter register for verification

The Independent National Electoral Commission (INEC) has begun displaying the preliminary register of voters and distributing Permanent Voter Cards (PVCs) in Plateau and Sokoto states as part of preparations for the 2027 general elections.

The seven-day exercise, scheduled for 9 to 15 October 2026, will enable registered voters to verify their details, submit claims and objections, and collect PVCs issued during the first phase of the Continuous Voter Registration (CVR) exercise conducted between August and December 2025.

In Plateau State, the Resident Electoral Commissioner (REC), Prof. Sam Egwu, said the exercise would take place across all 207 Registration Areas from 9 am to 3 pm daily, including weekends.

In a statement issued in Jos on Thursday, Egwu said the exercise was being conducted in line with Section 19(1) of the Electoral Act 2026, which requires the commission to display the voter register at least 90 days before a general election.

He urged registered voters to use the opportunity to check the accuracy of their registration details, including their names, photographs, dates of birth and polling units, and to submit any necessary claims or objections within the stipulated period.

According to him, PVCs from the first phase of the CVR exercise, which ran from 18 August to 10 December 2025, would also be available for collection during the display period.

In Sokoto State, the REC, Umar Garba, announced the exercise while briefing journalists at the Nigeria Union of Journalists Press Centre on the commission’s preparations for the 2027 elections.

Garba said the exercise was intended to give eligible voters the opportunity to confirm their registration information and obtain their PVCs ahead of the polls.

He clarified that cards relating to lost or damaged PVCs, voter transfers, updates and registrations carried out during the second and third phases of the CVR were not yet available for collection. He said INEC would announce when those cards were ready.

The Sokoto REC added that PVC distribution would continue at INEC offices across the state’s 23 local government areas after the Registration Area exercise ended on 15 October.

He said the arrangement would allow eligible voters who were unable to collect their cards at the Registration Area level to do so at the local government offices.

On security, Garba said the commission had taken the advice of security agencies into account throughout the recent voter registration process, adding that their input had contributed to a process without casualties.

He assured eligible voters that INEC would work to ensure the distribution of PVCs across the state.

Garba also said the commission was engaging security agencies to establish the number of internally displaced persons (IDPs) in Sokoto and determine how they could participate in the 2027 elections.

He explained that INEC was working to facilitate voting for displaced persons residing in officially recognised camps.

The REC said the commission would announce the total number of registered voters in Sokoto State in due course.
