Saudi Arabia has introduced a new employment policy reserving 69 administrative support occupations in the private sector exclusively for its citizens, effectively barring foreign workers from taking up positions covered by the regulation.

The measure, which came into force on October 4, 2026, requires private-sector companies to achieve a 100 per cent Saudisation rate across all 69 designated occupations.

According to a report published by MSN on Wednesday, the Ministry of Human Resources and Social Development said the policy was aimed at increasing the participation of Saudi nationals in the labour market, expanding employment opportunities for citizens and strengthening the country’s domestic workforce.

The affected occupations cut across several administrative and support functions, including human resources, recruitment, public relations, reception, translation, security and general office administration.

Among the positions covered by the regulation are human resources managers, recruitment specialists, administrative assistants, receptionists, government relations clerks, secretaries, translators, data entry operators, warehouse keepers and security guards.

Other affected roles include personnel managers, labour affairs managers, compensation specialists, career guidance specialists, protocol managers, talent managers and administrative investigation managers.

To ensure compliance, the ministry commenced enforcement on October 4, deploying inspection teams across various regions to monitor private-sector establishments and verify their adherence to the new localisation requirements
